How to setup autoresponder in outlook 2003

Hello, I can't seem to get Kutools to save any auto reply message so do you have to type one every time? Also, I tried it just with default template doesn't seem to work? Followed step by step. Received an email in Inbox and got a pop up window with "Cannot reply to message". What did I miss? Good one. Very easy to understand using the screenshot.

Why it indicates "Rules in Error" and "Cannot reply to message"? Honestly, Microsoft really dropped the ball on this one, everyone needs to know this procedure and it took lots of searching to finally get a procedure. Thank you. This set up worked easily but after applying it every contact in MS Outlook received the auto reply message in their inbox.
